TELEGRAM.

The Governor of Hong Kong to the Segretery of State

for the Colonies.

(Received, Colonial Office 11.28.a.m. 7th October,1916).

Your telegram 4th October Kafue agents informed September 21st that they should forward detained cargo to destination.

Agents without permission storeddcargo in name of Government of Hong Kong and upon September 29th stated that on owners telegraphic instructions they were not sending the cargo to Manila. Government of Hong Kong has dis- claimed all responsibility for the cargo. I suggest that Owners, American Manchurian line should be instructed to make arrangements to ship the cargo. Aymeric cargo has all gone forward.
